Agencies Helped Clinic That Overbilled

In 2000, an organization made plans to build a clinic to bring care to the medically underserved in Jacksonville.  Since then, lawmakers have handed over $900,000 to Northwest Quadrant Community Health Center, but the building wasn't completed. 

And even though the center overbilled Medicaid by $1.4 million, the state helped the nonprofit pull itself out of bankruptcy and get private funding so that it could build the clinic, according to theFlorida Times-Union.

Both the Department of Health and Agency for Health Care Administration cut the center an unusual amount of slack.
