HIV Patients a Front for Medicare Fraud

A Broward County man who paid HIV patients to help defraud Medicare has entered a plea deal in Tampa’s federal court, the Tampa Bay Times reports.

The Medicare Fraud Strike Force said Brian Francis Kelly, 53, and three other defendants filed more than $1 million in Medicare Part D claims for patients at a Coral Gables clinic. The defunct insurer, Universal Health Care Group, paid out more than $266,000 for those claims, according to the Times.

Patients were paid in cash and oxycodone, in exchange for letting Kelly and others use their identities, the Times reports.
