The U.S. Justice Department has been pressuring Florida to get disabled children out of institutions by providing nursing assistance that would enable them to go home or to foster care. But the Florida Agency for Health Care Administration has argued that the children's parents want them to stay in nursing homes.
Many are like Anubis: essentially abandoned.
