Bush Announces Bird Flu Strategy

Wednesday morning, the White House released its $7.1 billion pandemic flu plan. More than half of the money will go to ramping up vaccine technology and stockpiling future vaccines. The rest will pay for new flu treatments, as well as helping local government and foreign countries. Is the strategy enough to control a full-blown pandemic?
