Florida Chief Financial Officer Jeff Atwater refused to go along with Gov. Rick Scott's nominee for state insurance commissioner on Tuesday, maintaining an impasse over a high-profile appointment that they must jointly support.

After failing to reach agreement last month, it remained unclear Monday whether Gov. Rick Scott and state Chief Financial Officer Jeff Atwater will be able to find common ground on the appointment of Florida's next insurance commissioner.

Kevin McCarty, who helped guide Florida's fragile insurance market in the wake of eight hurricanes a decade ago, announced Tuesday that he is resigning as the state's insurance commissioner.

In a column published in The Tampa Tribune, U.S. Senator Bill Nelson said "extremists" in the Florida Legislature have engaged in a deliberate attempt to undermine implementation of the new health law, the Patient Protection and Affordable Care Act.

Nelson, D-FL, listed several instances by the Legislature and the executive branch in Florida of failure to accept funds that would help to cover the uninsured and to regulate insurers.
