George Mallinckrodt, a mental health counselor at the Dade Correctional Institution for three years, says there were many incidents in which guards beat prisoners and got away with it before the Miami Herald shone light on the scalding death of mentally ill inmate Darren Rainey.
In this opinion column for the Herald, Mallinckrodt writes of other incidents and the pervasive fear of retaliation by health-care staff. He says it is imperative to have another, independent agency other than Department of Corrections in place to monitor and punish such incidents.
