A glut of legal marijuana is driving Oregon pot prices to rock-bottom levels, prompting some nervous growers to start pivoting to another type of cannabis to make ends meet — one that doesn't come with a high.

In a key step toward making a type of medical marijuana available to patients, the Florida Department of Health has received 28 applications from firms that want to cultivate, process and distribute non-euphoric cannabis in five regions of the state.

The applications came in before a 5 p.m. deadline Wednesday, after an administrative law judge in May ended months of legal wrangling about a regulatory process for the new industry. Now, focus will shift toward the selection of one applicant in each region to become a so-called "dispensing organization."

After two hours of debate and often-emotional testimony, the House Judiciary Committee endorsed a plan Monday to allow doctors to prescribe a marijuana extract to desperate patients for whom it provides relief from seizures or pain.

HB 843 by Rep. Matt Gaetz, R-Shalimar, passed 15 to 3 despite some stiff opposition. Florida Surgeon General John Armstrong warned that it is unwise for the legislature to bring untested drugs to market  rather than going through the formal process through the U.S. Food and Drug Administration.

Florida may soon become the latest state to allow doctors to prescribe marijuana. Advocates there are gathering signatures to put a medical marijuana referendum on the fall ballot.

But Florida's Legislature may act sooner to allow residents access to a particular type of marijuana. Advocates say the strain called Charlotte's Web offers hope to children with severe seizure disorders.
